O past continuous, que também pode ser chamado de past progressive ou passado contínuo, é o tempo verbal formado por uma forma do to be no passado (was ou were) mais o verbo com -ing. Ele é usado para falar sobre uma ação que estava em progresso no passado, como em:
I was having dinner when she arrived. (Eu estava jantando quando ela chegou)
Was having dinner é um exemplo de past continuous. É comum encontrar esta relação entre o past continuous e o past simple, quando algo que estava acontecendo (past continuous) é cortado por algum outro acontecimento (past simple).

A única coisa que muda de uma pessoa para a outra é a forma do verbo to be, o que facilita bastante na hora de fazer a conjugação:
I was \
You were \
He was \
She was \ watching TV.
It was /
We were /
You were /
They were /
Para as frases negativas, é só adicionar o not depois do was/were:
I wasn't \
You weren't \
He wasn't \
She wasn't \ sleeping
It wasn't /
We weren't /
You weren't /
They weren't /
E para as perguntas, é só fazer a inversão do to be com o sujeito:
was I \
were you \
was he \
(Wh-) was she \ doing?
was it /
were we /
were you /
were they /
As short answers seguem o mesmo modelo de qualquer short answer com o verbo to be:
Yes, I was./No, I wasn't.
Yes, you were./No, you weren't.
Yes, he was./No, he wasn't.
Yes, she was./ No, she wasn't.
Yes, it was./No, it wasn't.
Yes, we were./No, we weren't.
Yes, you were./No, you weren't.
Yes, they were/No, they weren't
